Jo McGuire is a national subject matter expert focused on the impact of legal marijuana policies on young people, families, workplaces and communities.

Jo has worked in the field of drug & alchol testing for over a decade, bringing her skills in risk-prevention education, policy writing and public speaking to help employers and community leaders understand the impact of substance use, the need for positive interventions and how to avoid common, costly mistakes that could have long-term outcomes.

As the Executive Director for the National Drug & Alcohol Screening Association, Jo manages a national membership of those in the field of employee screening services, where she has the opportunity to educate and advocate for safe & drug-free workplaces and communities with an emphasis on employer’s rights to test at the local, state and federal level.

Jo is an accomplished speaker and writer who has traveled extensively to conduct seminart, trainings, conferences, policy workshops and leadership retreats for the public, private and non-profit sector. She was appointed to the Colorado Governor’s Task Force, convened to recommend a legislative framework for the regulation of marijuana following the passage of Amendment 64, has represented her industry at the United Nations General Assembly on World Drug Agreements and participated in the first Latin American Congress on Safe & Drug-Free Workplaces in Santiago, Chile.

Jo has a passion for the prevention of substance abuse through prevention education with an emphasis on safety and wellness and uses her own personal story as the mother of a child struggling with addiction to help promote compassionate interventions with hope for a brighter, healthier tomorrow.

Nadine Wentzell is a pharmacist, speaker, author and drug and alcohol policy effectiveness expert. She develops and helps implement policies that achieve employee buy-in and long-term behavior change. This leads to lower injury rates and better business performance.

Nadine has extensive experience in dealing with substance use that impacts the workplace. She has worked as a Narcotic Inspector with Health Canada, taught at the Canadian Police College in Ottawa, working with police forces across Canada, assisted regulatory bodies in creating policy related to substance use monitoring, and has been a guest lecturer at many colleges and universities. She is frequently a conference speaker in Canada, the US and internationally.

Nadine willingly shares her extensive knowledge promoting processes that are practical and effective. She helps employers navigate their responsibilities related to safety and due diligence, balanced with the duty to accommodate employees dealing with drug addiction and dependency. She frequently guides employers in best practices, especially as related to drug and alcohol testing.

The legalization of cannabis, as well as increased use for medical purposes, has forced companies to rethink their drug and alcohol policies and programs. Nadine’s leadership in this area ensures her clients stay on the leading edge.

Chuck Marting is a retired Law Enforcement Officer having specialized in drug-impaired driving and detection as a DRE (Drug Recognition Expert) and DUI Instructor for a total of 20 years. He was also a DARE Instructor teaching the DARE curriculum to elementary school children for 8 years. Chuck graduated from Kaplan University Magna Cum Laud with a Bachelor of Science Degree in Criminal Justice Administration. He is currently serving as a Board of Director for the National Drug & Alcohol Screening Association.(NDASA)

Chuck has spoken on the topic of drug trends and recognizing the signs and symptoms of drug impairment to six school districts throughout the State of Colorado including school administration certification classes through the DITEP curriculum. Chuck has been the main speaker for the Small Business Development Center Conference, Morgan County Colorado Chamber of Commerce, Northeast Colorado Narcotic Officers Association, Colorado School Resource Officers Association, Adams County Probation, Thornton Police Academy, Thornton Police Citizens Academy, and the Adams County District Attorney’s Office.

He was also featured in a CBS Channel 4 News report on juvenile drug abuse of jimsonweed in the State of Colorado and has been recognized as an expert on juvenile drug trends.

Chuck and his wife Stacy are the owners of Colorado Mobile Drug Testing located in Fort Morgan, Colorado, the concept of which began from their kitchen table and has now grown to include two offices, the first office located in Fort Morgan Colorado which covers Northern Colorado and their second office located in Denver just 5 miles west of Denver International Airport. Chuck Is also the Host of the Clearing The Haze Podcast.

Stacey Collis holds a BS in Law Enforcement Administration from Western Illinois University. He served in Law Enforcement in Colorado for 33 years, with 29 years at the Lakewood Police Department. He worked in the 2nd largest school district in Colorado (Jefferson County) for over 20 years. He received the Hall of Fame award from Lakewood PD in 2005 and the Hall of Fame Influencer award from Green Mountain HS in 2018. He worked as the school resource officer for Green Mountain HS for 18 years.

Stacey is currently the past president of CASRO (Colorado Association of School Resource Officers) and received the Lifetime Membership award from the association in 2018. He retired from policing in November of 2018 and is currently an instructor with NASRO(National Association of School Resource Officers) and has started a consulting and training business called 2020 Safe Schools.

Ray Padilla is a Task Force Officer assigned to the DEA Denver Division Financial Investigations Group and is primarily focused on organized crime associated with marijuana.

During his more than 23 years in law enforcement, Ray has spent time as a patrol deputy and patrol sergeant for the Summit County Sheriff’s Office in Breckenridge, Colorado and has spent the past 17 years with the Westminster Police Department in Westminster, Colorado, with assignments in Patrol, motorcycle enforcement and the North Metro Task Force, a multi- jurisdictional narcotics task force in north Denver, Colorado.

Ray has been involved in narcotics enforcement for the last 11 years and has conducted hundreds of narcotics investigations, including several multi-year, Title III investigations focused on marijuana trafficking and organized crime.

Ray is currently the President of the Colorado Drug Investigators Association and Co-Founder of Blue Vudu, a law enforcement and private industry training company focused on providing cutting edge, next level training.

Described by NBC as the “prodigy” of drug politics and policy, Kevin A. Sabet, PhD, is an author, consultant, former advisor to three U.S. presidential administrations, assistant professor, and serves as the President and CEO of SAM, which he founded with former Congressman Patrick Kennedy in 2013.

He has studied, researched, written about, and implemented drug policy for almost 20 years. He has worked in the Clinton (2000), Bush (2002-2003) Administrations, and in 2011 he stepped down after serving more than two years as the senior advisor to President Obama’s drug control director, having been the only drug policy staffer to have ever served as a political appointee in a Democrat and Republican administration.

He has appeared since at the Aspen Ideas and New Yorker festivals, on the Organization of American States blue ribbon commission advising hemispheric drug policy, and in hundreds of forums and discussions promoting the ideas outlined in his first book, Reefer Sanity: Seven Great Myths About Marijuana, published by Beaufort. He has been featured on the front page of the New York Times and in virtually every major media publication and news channel on the subject of drug policy.

Recent political changes in relation to marijuana are only part of the story. The publicized and politically charged world of drug policy has undergone immense changes over the past several years and those changes manifest not just in policy but also in the physical makeup of the cannabis plant and products derived from components of the plant. Not only has the perception of the plant changed, the actual plant itself has undergone dramatic changes as it has been industrialized and brought into a commercial market. As public opinion has softened towards cannabis the effects of consuming today’s marijuana remain poorly understood.

With increasing acceptance, often driven by corporate interests, use has been rising steadily among all demographics. Many have grown up in settings where cannabis use is the norm and cannabis use disorder accepted as typical behavior. Cannabis use disorder is on the rise and the changing makeup of the plant and its derivatives is making treatment more complex and challenging.

Given these realities, the need for continuing education regarding the evolution of cannabis and new forms of consumption as well as potential downsides is extremely important. A more holistic understanding of today’s marijuana will position us to have more relevant and potentially helpful conversations with those we serve. This conversation will be had in a respectful and nonpolitical manor promoting sound science while considering the practical reality of discussing cannabis in 2020 with a population that genuinely believes “it’s just weed.”

Although the prevalence of use, the status of legalization, and access to cannabis for medical purposes vary from state to state, the health and safety concerns remain the same. Most recently the cannabis industry has attempted to legitimize and promote the use of CBD to expand its market share.
